Clark County Unveils Draft Master Plan as Part of `Transform Clark County' Effort

Clark City recently issued the following announcement.

Clark County officials today unveiled an updated draft Master Plan that will be considered in a public hearing by the Planning Commission on Tuesday, Nov. 16 at 7 p.m. and by the Clark County Commission for final adoption on Wednesday, Nov. 17 at 9 a.m.

The work is the culmination of many months of work that included soliciting and receiving public comment from residents and community stakeholders through various open houses and comments received through the project website at www.TransformClarkCounty.com. The most recent virtual meetings were held in August.

The draft Master Plan -- which may be viewed here: https://tinyurl.com/yhvz3pmf -- has been overhauled as part of a major, multi-year initiative called, “Transform Clark County,” launched in 2020. The process seeks to establish a cohesive, countywide vision for the future and a defined strategy to achieve that vision. This effort includes a complete rewrite of Clark County’s key policy and regulatory documents — the Master Plan and Development Code.

The updated Master Plan will serve as a policy guide for the growth and physical development of Clark County over the coming decades and will inform subsequent updates to the Development Code.

The new draft Master Plan differs from the previous document in that the previous master plan was organized into separate topics that covered the required state-mandated elements.  This Master Plan modernizes the approach by focusing on a series of core values that cover each of the required elements.

It was created after soliciting and receiving public comment from residents and community stakeholders through various open houses and comments received through the project website. The public was asked to weigh in on the six core values, county-wide policies, area-specific policies and draft land use category descriptions.

Once a new Master Plan is adopted by the Clark County Commission, the area-specific policies will be used as a “supplement” to the countywide policies to guide decision-making in different parts of Clark County. Following completion of the Master Plan rewrite portion of the Transform Clark County process, adoption of the  Development Code will occur next, probably in late 2022.

“We need a clear vision for making our community more livable and sustainable,” said Commissioner Justin Jones, a vocal advocate for the updates. “Guided by public input over the past year, the draft master plan will help Clark County achieve that vision over the coming years.”

Community input is an important part of the Transform Clark County initiative, which will help guide how future tax dollars are invested to improve our quality of life. “We all want to see our community quality of life improve,” said Commission Chairman Marilyn Kirkpatrick. “The work that goes into this roadmap for the future will help get us there.”
