November 2 City Council

Las Vegas City Council will meet on Wednesday, Nov. 2, at 9 a.m. Below are some agenda items that may be of interest. Get the agenda. Watch live at kclv.tv/live. 

Agenda Item 11 – Mob Museum Documentary: City Council will vote on a funding request in the amount of $291,850, approved by the Commission for the Las Vegas Centennial at the Sept. 29, 2022 Special Commission Meeting, for the costs associated with the production of a documentary film highlighting the history of the Mob Museum building as U.S. Post Office, courthouse, and museum. The documentary will be completed by November 2023 to coincide with the building’s 90th anniversary. It will tell the story of the building from its inception in the late 1920s and opening in 1933, through its use as a museum in the 21st century. The building has a rich history, including overcoming challenges during construction, hosting prominent criminal and civil court cases, the Kefauver Committee hearing in 1950, its long service as the community's main post office, and its reinvention as a museum starting in 2006 and completed on February 14, 2012.

Agenda Item 17 – Charleston Boulevard, Rancho Drive to Martin Luther King Boulevard: City Council will vote on a bid award to Las Vegas Paving Corporation for the widening Charleston Boulevard to provide streetscape enhancements, milling and overlay, new traffic signals, a new water line, storm drain facilities and Intelligent Transportation System (ITS) interconnect. This project also includes rehabilitation of of existing 45-inch sewer and manholes within Rancho Drive. Las Vegas Paving Corporation is located in Las Vegas, Nevada. The bid amount is $38,500,000.

Agenda Item 20 – LVFR Clinical Program Manager & Psychiatric Case Worker(s): City Council will vote on an agreement between Southern Nevada Adult Mental Health Services (SNAMHS) and Las Vegas Fire & Rescue (LVFR) for one Clinical Program Manager and/or one or two Psychiatric Case Workers to provide follow up and services for individuals identified by LVFR crews as having needs such as, but not limited, to: medications, counseling, service coordination, shelter care, transportation, insurance benefits, food security and residential living. Addressing and serving these needs in an effective manner with specialized positions will serve goals of community health improvement. The Nevada Division of Public and Behavioral Health agrees to provide and maintain the full time employment positions, 100% supervision, salaries and benefits.

Agenda Item 21 – Fresh Start Specialty Court Program: City Council will vote on a grant from the U.S. Department of Justice for Federal Fiscal Years 2023-2027 in the amount of $376,366 for the Fresh Start Specialty Court Program.

Agenda Item 22 – Municipal Court’s Court Compliance Program: City Council will vote on a grant from the U.S. Department of Justice for Federal Fiscal Years 2023-2027 in the amount of $790,681 for the Las Vegas Municipal Court's Court Compliance Program, which will target individuals convicted of nonviolent misdemeanor offenses diagnosed with a mental health disorder and subject to supervision.

Agenda Item 23 – Fresh Start Specialty Court Program: City Council will vote on a Federal Fiscal Year 2023 Brownfields Community-wide Assessment Grant award in the amount of $500,000 from the U.S. Environmental Protection Agency, for the purpose of completing environmental assessment work on sites contaminated by hazardous substances. The project period for this grant award is August 1, 2022 through August 31, 2025.

Agenda Item 26 – School District Report: This quarterly report will outline the plan to accomplish this requirement moving forward, pending approval by the Board of School Trustees of Regulation 2130. In alignment with NRS 388G.500-820, quarterly reports will include data disaggregated by municipality. This presentation will be made by Celise Rayford, Region 2 Superintendent and Kellie Kowal-Paul, Chief Strategy Officer.

Agenda Item 27 – City Manager Annual Review: Discussion for possible action regarding the annual review of City Manager Jorge Cervantes.

Agenda Item 28 – Grant for the Recuperative Care Center: City Council will vote on the allocation of $2,086,482 in Community Development Block Grant CARES Act (CDBG-CV) funds by the State of Nevada, Rural Community & Economic Development Division of the Governor’s Office of Economic Development, for the Recuperative Care Center, located at 1581 North Main Street, for operational expenses to prevent, prepare for and respond to COVID-19.
